The drupal 8 version of Neutral paths has lost the ability to control manually created aliases, it can set to neutral language only aliases created automatically by pathauto.

Make it work also on manually created aliases after #683510: Add hook_path_alter() is fixed in core.

Something like the attached patch (which depends on #683510-18: Add hook_path_alter()).
