Problem/Motivation

The content menu should always appear above the admin menu however, on tugboat environments, admin is showing above content.
For example, here's the 1.x branch where the issue shows: https://tugboat-navigation-xqru9se3afaasli8m0kv1mtt624s6ven.tugboatqa.com/
However, locally, the 1.x branch is showing the content menu above the admin menu for me.
