Problem/Motivation

Right now when there are 2 items close to each other, the hover and the active state from each other conflict in a way that the hover state

Steps to reproduce

Navigate to a 1st level item page. In there, hover the menu item on top of it. The focus and hover rings should be fully seen and on top of the active item because it's an interactive element giving visual feedback.

Proposed resolution

Ensure the rings are printed on top of the active background's sibling item.
