In my opinion remove the 8px top padding and make the #navbar-menu links easier to click, like the #navbar-drawer links are.
i.e. Remove padding from the list items and add it to the anchors instead, anchors will also need to be "display: blocks;"

Dave ReidThe issue with the backend with the local tabs seems to be #1733648: Styling of primary links tabs breaks down with Seven theme. There is still 'in your face' very large styling of the navbar, and a padding of 8px at the top in navbar.css which makes it look even larger.
