make links more insensitive to onmouseover

hi,

at the moment every onmouseover leads to a load of micro activity stream, even if it is by chance.
i think it is senseful to make stream appearance more insensitive to onmuseover event.
in my path i introduced a min-time the cursor has to be over a link before stream load starts.
i set min-time to 400 microsecs.

the js window position problem for block view of the original stream is fixed in patch as well, but no windows heigth is capped.
