metatag 8.x-1.3

This release fixes a few bugs, especially when using the Devel module. Updating is recommended for all sites.

Notes:

• When using the Devel module please use that module's -dev release until they release 8.x-1.1 due to bugs in the WebProfiler submodule.
• Make sure to rebuild the site's caches after updating from a previous version.
