With Page Title module in D7 I was able to replace the metatag title (seen on browser tab) and the actual page title, I can't seem to do this in D8 and with the metatag module.

I want to do this specifically for taxonomy term pages which follow on from what I've already done. So a term page doesn't have the title of just 'Term' when the title of the page is set like so 'List of [term:name] Files & Downloads'.

Is this the module for this or should I look somewhere else?

There are many other ways of doing this, it isn't something that will be done in Metatag.

ok, great, where to start? I googled for a while and just kept on coming up with Page Title module as the only way.

If you have a defined pattern for the H1 page title, you can make that change via a template change, a template preprocess function, or maybe something like Display Suite or Panels if you're already using them on your site.
