A taxonomy rule to match any taxonomy term doesn't appear to work on my site. I worked around the issue by creating a new rule set to match "only a selected taxonomy term" and then loading all terms into the Taxonomy term fields.
I tested this on more than one vocabulary and made sure to clear caches often. I have not tried -dev code.
