and the folder specified

but the folder is not created and there is no message to the user or on the status report that it needs to be

I'm not quite sure what the problem is here - please first check that your filesystem settings are correct and Drupal has permission to generate files. Then, please post more details - what file is not being generated, where you're looking for it; etc.

files/menu_icons is not created.

I found out when I ran drush cron --debug and took a look at the output.

SocialNicheGuru: that sounds like a file permissions issue to me - please ensure that the user you're running drush as has permissions to create a directory in your files directory and re-open if so.
