Extend control over menu sort

Problem/Motivation

Sometimes there is a need to bump items to the top of the list regardless of child items presence.

Proposed resolution

Add new setting in advanced block configuration.
It should provide possibility to affect sort behavior.

Remaining tasks

Review patch.

User interface changes

Additional select list with option that reflects old behavior selected by default.
Visibility depends on "Sort" checkbox.
