Add a disable/enable all tools checkbox

Problem/Motivation

Certain servers can come with 10s of tools. No matter what decision we take if they should be all enabled by default or all disabled, it will be wrong for certain users. So we need a checkbox that can enable/disable all.

Proposed resolution

Add a checkbox that checks or unchecks all tools - via JS.
