Problem/Motivation

Currently we derive the tools that are being setup from MCP into deriatives of function call. This should be Tool API instead, so there doesn't need to be a hard dependency on AI, since MCP is not necessarily only for AI.

Proposed resolution

Remove the function call deriver.
Add a Tool API deriver
Make the changes to composer.json

Thanks, needed a tweak because of the latest changes in Tool API. Will merge now and we will have to do follow up issues while Tool API is moving. We should not do any release with a higher release milestone, then Tool API. So we can't release a beta before it has, etc.
