Drupal users without Administer MailChimp permission, can not change the template ID and not change the test email address. This does not match our use case where (advanced) editors create newsletters and make Campaigns out of this. Various templates are available, each targeted at different mailing lists. Campaign creators must be able set/modify these settings.

The attached patch opens all Campaign settings, except Title and Body section settings.
