Recruit JavaScript developers to contribute to Maxlength

Problem/Motivation

The current set of active maintainers' primary interest and experience is in PHP development. The project would benefit from one or more contributors (or even maintainers!) who enjoy writing JavaScript.

Here are the big JS-focused tasks:

• #3274344: Remove reliance on jQuery
• #3267413: Countdown not working for ckeditor5

There are also some JS-related bugs

• #3267849: Allow users to type past the character limit on hard limits and display an error upon save.
• #3031083: Block paste when limit is exceeded
• #2902083: 'Content limited to @' not being translated in javascript.
• #2825511: New lines and spaces are miscounted
