I ported this issue for D7 version: Limit roles for Masquerading
And I added a new configuration to allow/disallow Anonymous user in the search list.

deekayen CreditAttribution: deekayen commentedIt takes a huge amount of hacks and site performance degradation to support anonymous masquerading, which won't even work in 8.x. Just logout if you want to be anonymous.
