Allow configuration of custom CE-names for Views

Problem/Motivation

It would be nice to be able to configure the custom element name in a view.

#3351239: Define and establish best-practice CE naming pattern made views use "drupal-view-[VIEWS_ID]" by default. This is a sane default, still it would be nice to allow the configuration of custom element names, so e.g. people could easily use the same component for two similar views, or have another component for another display.
