Drupal 8 release

There appears to be a functional 8.x-1.x branch. Can this be made available as a 8.x-1.x-dev release?

Also, what work remains in order to cut a tag on the 8.x-1.x branch? If we can get a list of outstanding items, I can submit a patch to facilitate a release.
