I have installed Login one time version 7.x-2.7 and VBO version 7.x-3.0-rc1.
The VBO operation appear on the people page (admin/people) but doesn't show up in a View with a VBO field.
Do I have to do anything to get the VBO operations for Login One Time to show up in Views VBO?

Make sure the View is a user based View.
Then when you edit the VBO field, there will be an option for "Send a login one-time email."

also this functionality was not added until July 2012, the module version you are using is from June 2012.
