When other countries provinces/states codes conflicts with one of US states, the US ones are filled in the taxonomy term.

The attached screenshot shows an example from Brazilian state of Alagoas, which uses the same AL code from Alabama.

Sounds like the taxonomy terms need to be lengthened to include some extra identifiers.

I've seen this once or twice also.

Perhaps the taxonomy terms should be [country code]-[state code], eg US-AL or BR-AL?

or separate US and International vocabularies? i'm now trying to think of other cities with the same names where both are international and may present the same problem again, in which case your idea looks mo' betta' ;)
