Release notes

The Scarfolk theme was getting a little dated looking.

Let's bring it into line with 2023 at least (maybe even 2026!!!).

The original Scarfolk was written in a hurry with minimal CSS.

This release adds some more CSS, and templates to bring it into line with a modern council design.
