A reason for this issue, usually package: Custom
uses in cases if the module is custom (own implementing for the site).
It doesn't look good when I see this module in the section with my custom modules: http://take.ms/wgLIq.
I am proposing to change to "User interface".

frederickjhI ran into this today when converting a Drupal 8 site that was not managed by Composer to be managed by Composer. Part of the instruction were to list all modules on the site with Drush then remove core and custom modules from the list to be added to the composer.json file. Since Linkit is in the Custom package I did not add it at first. I only found this later.
Just wanted to add another reason why this change should be made.
