invokeAllWith function is not available in Drupal 8.9 core Module handler API.

It throws site encountered error when hook_libraries_info defined in any contrib/custom modules.

thanks for reporting. I will have to identify 4.0.x requiring >= D9.4

a patch would be to drop 8 from the info.yml
