After upgrading, CKEditor was no longer working on my production site. Rolling back to 7.x-2.2 restored functionality. I'm using CKEditor 3.6.6.2.7696

@niki v: Could you be more specific? Which CKeditor functionality is broken with Libraries 7.x-2.3?

I am running Libraries 7.x-2.3 with CKeditor 4.5.8 just fine. Try updating CKeditor to a more recent version.

Specifically, the 3.X version CKeditor shows as being present and correctly installed but any attempts to enable rich text on any text fields have no result. I checked permissions.

I did attempt to upgrade the editor to any 4.x version but that resulted in the "The version of CKEditor could not be detected" issue as described here: https://www.drupal.org/node/1161738

I'm using WYSIWYG module with CKeditor installed in sites/all/libraries

okay. I was referring to CKeditor module instead of WYSIWYG module. So, all I can see is that Libraries 7.x-2.3, Ckeditor module and CKeditor 4.5.8 works as expected.

I am also using CKEditor 4 and Libraries 7.x-2.3 without issue. I would recommend upgrading your CKEditor version to 4 and see if that fixes it (granted, a previous poster mentioned it not working so backup before you try). If you can't do that (because of dependencies in other functionality, limited server access, etc.) then I would stay where you are. Glad to know you can revert the module to an earlier version.
