if no user has 'create accounts' permission, notify administrator of new account requests

in _ldapprov_code_submit(), an sql request is made to gather the uids of users having 'create accounts' permission to send them the notify e-mail. If no uid is found, no mail will be sent.

In that case, uid 1 should receive the notification e-mail.
