This is kind of a weird issue, but apparently the " characters in one or more of LDAP 7.x-2.x's .info files cause the administrative pages of Drupal to crash (a 101 Connection Reset error, to be specific) on Windows/Apache hosting setups. I checked out the Drupal specs for .info files and they don't require quotes on strings, and removing all quotes from all .info files in the module fixed the problem.
101 errors are pretty hard to troubleshoot sometimes but #1701238: Unable to install module in Drupal 7/WAMP - connection reset/appache failures. is the issue from a different module that led me to finding this and their fix worked. I'm flagging this issue as critical because it seems like kind of a showstopper for users of Windows hosting environments; I'm surprised it hasn't come up yet.
