Problem/Motivation

Users should have an alternative to using the mouse/touchpad for rearranging layouts.

Steps to reproduce

Currently navigation only supports mouse / trackpad.

Proposed resolution

Add keyboard navigation for rearranging components with the arrow keys.

Remaining tasks

This already works in 1.x. Create a patch / MR for 2.x.
