Replace rlayout.info with rlayout.info.yml

Hi there!
Please replace the existing rlayout.info with the newer rlayout.info.yml:

• We should consider keeping the language/wording consistent/congruent:
  This here is supposed to be the Layout module, not Layout Builder or Layouts! Correct?
• One of the original dependencies was called grid. I deleted it since there's no module with this name. Or could it be that the entry referred to the Grid builder (https://drupal.org/project/gridbuilder) module?
