Changes since 7.x-1.0-rc1

Mostly minor bug fixes. No API changes, no interface changes. No problems to be expected when upgrading from rc1 to rc2.

Issue #2075109 by Sutharsan | JvE: Improve performance of batch import.
Issue #2182987 by Sutharsan | guix: Warnings when migrating from 7.x-1.0-beta3 to 7.x-2.x-dev. Added 'translations' steam wrapper.
Simplified translation update interface. Improved (error) messages. Removed admin options for one-time change of update mode.

API extension

This patch adds a translations stream wrapper interface. It is not used in 7.x-1.x, but it helps to make the migration to 7.x-2.x easier.
Issue #2201931 by Sutharsan: l10n_update and i18n_string together enabled doesn't set l10n_status in db. Only update l10n_status if translation has changed.
