Http error 110 - all translations missed

Hi,
after a fresh Drupal-install its not possible to get the german-language.
Neither for Dupal-core nor for the installed modules.

I first tried the 7x2.0-version and then the .dev-version.

The log-report shows:
LOCATION http://.../?q=batch&id=39&op=do
REFERRER http://.../?q=batch&op=start&id=39
HTTP error -110 occurred when trying to check http://ftp.drupal.org/files/translations/7.x/xyz/xyz-7.x-....de.po.

And the Translate interface status:
