How are these files generated? I'd like to update them as they are a few years old now.

https://localize.drupal.org/admin/l10n_server/packager is the UI to generate those. Unfortunately that gives a 500 gateway timeout when trying to grab the installer translations, so no luck there now. I don't have time to debug this in the foreseeable future.
