menu items translated only after Translate Interface > refresh

Menu items appear on the l10n_client interface
it seems that they are translated after pressing "Save Translation"
But after refreshing the page translations don't appear

Upon further investigation I realized that the Menu items need to be REFRESHED
after refreshing Menus from /admin/build/translate/refresh
I can see the menu items and translation holds

Perhaps something like this needs to be entered into documention to save others from frustration
