Progress bar not functioning with private files

Is it correct that the progress bar will show but won't function/work i.e. clicking on it, if the file field is set to private?
I have two fields for my users and one must absolutely be private, the others are public files. Though the interface is exactly the same as are the settings and the progress bar is there but has no use. This confuses people.

Or am I something missing?
