I have disabled comments everywhere that applies, logged out and it still shows the comment form on the node view and also on the front page it still shows "Add new comment" under each post.

I figure that some function calls just need conditional statements wrapped around them to check the site settings... Im not sure how to do that so I am going to look into manually removing them. I will post the line #'s and files I work on later once I get my dev site working how I want.

Oops, I figured out what happened. I created a few pieces of content first, then disabled comments, but it didn't disable the ones I had made automatically. I went in and edited the ones I needed to and the comments finally went away. Sweet.
