I have the Feeds module enabled but no periodic importers constructed, just one one-time importer. No other modules depend on Job Scheduler.

Hmm, that log is created on cron run.

Do you know why cron would be running on every page?

I'm going to guess that it was running on page load since cron was configured to. Should only happen periodically. The real fix would be to set up cron.
