When I edit this node directly, the CKEditor toolbar is there, but when I edit it under IEF. the toolbar is missing. Could it be a JavaScript conflict?

I have run into this problem, as well... the only way I can find around it so far is to include a different field in the parent form that triggers the WYSIWYG (ckeditor); this is not at all an ideal solution, and not really an actual fix at all, as now there's just a random field in my parent content type, but I have not been able to find any way to get this to trigger properly on its own inside the inline_entity_form.

FYI it looks like these issues may also be related (none of which actually have a fix, unfortunately, but it looks like in the second one, the person encountered the same behavior I did, where the js loaded as needed if it was forced to load by a separate field in the parent form) -
