Ajax error for standard users

This is only working when logged in as an administrator. I am using this on a media bundle reference field. Set to Inline Entity Form - Complex. It works great for administrators but if a regular user tries to use it I receive the following.

An error occurred while attempting to process /URL?ajax_form=1&_wrapper_format=drupal_ajax: ajax.$form.ajaxSubmit is not a function
