Steps to repeat:
1. Upload a file via FTP with umlaut character ä (Linnanmäki Finland.jpg)
2. visit http://www.example.com/admin/content/image_import
3. File name shows "Linnanm�ki Finland.jpg" and resulting title field is blank.
4. Fill in resulting title field as "Linnanmaki Finland.jpg"
5. Click Import

Expected Results:
Image should be imported and the image import page displayed again without this one image.

Actual Results:
Error page starts: "An error occurred. /?id=&op=do "

(I was not sure if this is an IMAGE module problem or a DRUPAL system problem, please forgive me if I have reported in the wrong place!)

Although this issue is old, and this module legacy, the issue manifests itself in the D7 core file module and this is one of the top search results in Google. The transliteration module fixes the problem by renaming files to latin-equivalents of their special-character filenames.
