The Board of Directors of the Drupal Association is investigating the creation of an international federation of Drupal associations to improve support for the Drupal project and better serve Drupal communities throughout the world. This new organization would work in coordination with the current Drupal Association and other regional nonprofits, but not replace them. Together, the Federation would better protect, govern, and grow Drupal as a shared public good.

The International Federation Working Group has been created with the goal of exploring the details of creating an international, membership-based Drupal nonprofit organization in collaboration with Drupal organizations around the world.

The approach should:

  • Give equal voice and legal standing to Drupal organizations around the world,
  • Avoid reliance on a single legal system to host a global open source project like Drupal
  • Steward Drupal’s assets, such as Drupal.org, Drupal trademark, DrupalCons, etc. more collectively through transparent and shared systems,
  • Position the International Drupal Federation advantageously for philanthropic and community-based funding opportunities throughout the world; and
  • Provide a neutral legal home for Drupal’s global infrastructure.

Is your Drupal association interested in participating in the Working Group? Please contact Tim Doyle at tim.doyle@association.drupal.org.

We held informational calls to discuss this initiative on 28 May 2025. A recording of one presentation and the slide deck presented are below.

We're still collecting input from the community! If you haven't already, please take a few minutes to fill out the Global Drupal Federation Survey — your feedback is essential to shaping the future of this initiative.

You can also view a summary of the results so far in this PDF report. These early insights reflect a wide range of experiences, challenges, and opportunities from Drupal communities around the world.

What is a federation?

A federation is a network of legally independent organizations that come together under a shared governance model. They agree on big-picture goals, make decisions together, and pool resources where it makes sense—while still keeping control over their own local operations.

For Drupal, a federation would become a global alliance of national Drupal nonprofits, with a central coordination hub that’s governed by its members—not by a single country or board.

Help Shape the Future of Drupal’s Global Business Model

The International Federation Working Group has developed a draft business model aimed at better supporting local Drupal associations, event organizers, and contributors worldwide. This model explores how we can collectively sustain Drupal through shared programs, funding, and governance—while respecting the unique needs of local communities.
