Support for package zip

Currently there is nothing bundling up the exported structure for download, it's just on the file system in files/html_export/export{number}. As Zip methods are environmentally specific we should use tar and optionally gz if supported by the environment. Look into how Features is doing this to download its features from the UI and apply the same technique for packaging this.
