I think I missed the debate here, why do we want it to be optional? I don't think it's a big nuisance, and it can be useful for new users to be aware that they can group sites.
I wouldn't object to the change, but since you're the one who opened this issue maybe we should close it until someone requests it?

colanI'm in favour of doing this for the simple reason that it'll keep core lean, but there will be some work involved given that it was made required to fix dependency issues (above).
