There are two errors:
1) "Uncaught TypeError: Cannot read property 'highcharts_502367b2579ae' of undefined " which I saw in the console.

It is caused by the following line:

drupal_add_js("Drupal.settings.highcharts.{$chart_id}.tooltip.formatter = $formatter", array('type' => 'inline'));
?>

The object Drupal.settings does not have highcharts property loaded at that time. I modified it to load after the document is ready.
That error dissapears.

2)

Uncaught TypeError: Object function() {return ''+ this.point.name +': '+ this.percentage +' %';} has no method 'call'

That is the error that prevents tooltips from being shown. Has anyone fixed that?

@vladady thanks for the report - This was just fixed in #1466016: Tooltip formatter
That fix also genericizes support for other Highcharts options that expect callbacks (and therefore must circumvent drupal_add_js() settings).
