Is there a way to prevent users from creating duplicate terms in HS?

I allow users to create new terms on the last level of my HS but I'll end up with many duplicate terms if this cannot be controlled. Screenshot is attached. This is about creating duplicate terms not duplicate nodes as discussed in #1216748

Tidying up the issue queue. The 6.x version is no longer supported. Only reopen this if it also applies to the 7.x.
