Different behavior for different roles

I am experiencing different behavior for Hierarchical Select depending on what role is being used to select a Taxonomy term. I created a short video to demonstrate what is happening.

Basically, when selecting a term using the Admin account the fields automatically update without having to select Add. But with a normal account I have to select Add between each level selection.

Any idea why this is happening and what I can do to correct it?
