When I enable heartbeat comments, it throws this Fatal error:
Unsupported operand types in public_html/modules/user/user.admin.inc on line 697
when I visit the admin/people/permissions page.

I then disabled Heartbeat Comments and the error persisted.
I then disabled all Heartbeat modules and the error persisted so it's not Heartbeat as of 2012-05-02.
When the Heartbeat modules are on I get these errors on the Modules page when enabled:
