Currently the reusable blocks are not really stored as they should. Also, we don't have a concept of handling reusable blocks for batch operations etc, as WP does after 3.8 update.

Bumping priority to major because after Gutenberg 3.9.0 we need this to render and manage resusable blocks. To render we also need a new text filter.
