Added a bypass permission which allows users to ignore the per-operation checks for groups they don't belong to. This is intended for site admins who can bypass group access since there is no longer a generic bypass group access permission in group 2.x and newer. Without this permission even use 1/site admins cannot edit groups they do not belong to.
