Two patches I need to use conflict, providing a consolidated patch so they can be applied without conflicts.

Updates consolidated patch to remove redeclaration of hook_rebuild in Missing Snippets patch.

For the first item: Warnings when snippets files are missing - create them automatically, a commit was made and the issue closed.

For the second item, a hook to alter dataLayer, see #2851359-3: Hook to alter dataLayer for different pages. The proposed patch duplicates what is provided by a core hook. If this item is the only concern at this point, then please comment on the other issue and we can close this one.
