Improve enter key handling in IE

Problem/Motivation

Internet Explorer doesn't trigger the keyup event for ENTER (keyCode 13).

Proposed resolution

Move the ENTER key handler to the keydown handler. Overrides, by extending, Drupal's autocomplete.js behavior.
