Maybe we could expose the language filter in a block, so users can choose whether they want results in English/French/Chinese/etc ? See screenshot.
Administrators would still have the option to set a specified language in the admin interface.

(One year later...) We get around this requirement by setting the language filter to use the current site language and pointing users at the sitewide language switcher...

This might make sense in the context of something like an "advanced search" block or tab or something though.
