Use preprocess_html instead of preprocess_page

in D7 the HTML < head > part now is inside the html.tpl.php. So I'd say if you want to add JS during preprocess that should be the place.

Anyway the process seems to normally work within the page_preprocess but we use "panels everywhere" and so the preprocess hook wasn't fired at all.
